The article quotes experts on consciousness, both neuroscientists and philosophers. Most of their views on consciousness are considerably more complex than the one you proposed.
There is a clear consensus that large language models aren't conscious. Some think they might become so. Some think they never will. But they aren't now. The larger point is these are experts. They know what they are talking about Sutskever does not.
